IFAD Call: Rural Sector Performance Assessment for Policy and Investment – An Opportunity for Cape Verde

The International Fund for Agricultural Development (IFAD) has launched an innovative call for proposals, which represents a crucial opportunity for Cape Verde: the ‘Rural Sector Performance Assessment for Policy and Investment’. This initiative aims to enable countries to use robust data to inform and shape policies and investments in the rural sector, promoting more effective and sustainable development. For an archipelagic nation such as Cape Verde, with challenges inherent to its geography and climate vulnerability, the optimisation of resources and evidence-based decision-making are of the utmost importance.

The significance of this call for Cape Verde lies in the opportunity it offers to deepen our understanding of the specific challenges and opportunities facing its rural sector. Analysing rural performance will enable the identification of priority areas for intervention, optimise the allocation of funds and ensure that investments generate the greatest possible positive impact on farming and fishing communities. This process not only strengthens the country’s institutional capacity to formulate effective policies, but also improves the resilience of food systems and rural livelihoods in the face of climate change and other shocks.

One of the cornerstones of this call is the promotion of collaboration and knowledge-sharing. By taking part, Cape Verde will have the opportunity to join a global network of experts and institutions dedicated to rural development, benefiting from best practices and innovations that can be adapted to its specific circumstances. Furthermore, the IFAD initiative encourages the participation of a wide range of stakeholders, including rural communities, civil society organisations and the private sector, ensuring that the assessments and resulting policies are inclusive and representative.

The implementation of projects under this call for proposals could lead to tangible improvements in agricultural productivity, market access, food security and the reduction of rural poverty in Cape Verde. By focusing on rigorous performance evaluation, IFAD aims to help countries move towards a new generation of policies and investments that are more agile, adaptable and results-oriented. For Cape Verde, this represents a significant step towards a more prosperous and equitable rural future.

The deadline for submitting proposals is 4 September 2026.
