IFAD: Rural Performance for Policy and Investment represents a crucial opportunity to drive the socio-economic transformation of farming communities in Cape Verde. This initiative by the International Fund for Agricultural Development (IFAD) aims to strengthen institutional and operational capacities across the archipelago, promoting effective public policies and channelling strategic investment into the primary sector. Given the structural challenges posed by climate change, water scarcity and the country’s insularity, the programme serves as a key driver in ensuring food security and sustainability for rural populations.

Main Objectives and Expected Impact

This funding focuses on creating innovative solutions for integrated land and water management, modernising farming techniques and strengthening local value chains. In Cape Verde, where family farming plays a central role in socio-economic livelihoods, the programme prioritises interventions that empower smallholders, with a particular emphasis on the inclusion of women and rural youth.

Through easier access to markets, the introduction of efficient irrigation technologies and the promotion of specialised technical training, the aim is to:

  • To increase agricultural productivity in a sustainable manner;
  • To reduce economic vulnerability to external shocks and extreme weather events;
  • To promote rural entrepreneurship and the creation of skilled jobs across the various islands.

Eligibility and Submission of Proposals

Non-governmental organisations (NGOs), grassroots community associations, agricultural cooperatives and public institutions directly involved in the rural development sector are eligible to apply for this funding. Proposals must demonstrate a measurable impact, long-term financial and environmental sustainability, and the consistent integration of climate change adaptation strategies.
