This invitation is part of a joint initiative of the European Union and the African Union, the Initiative for Transitional Justice in Africa (ITJA), a project launched in October 2023 and focused on implementing innovative transitional justice initiatives that are guided by the principles and provisions of the Transitional Justice Policy Framework for Africa (AUTJP) and its accompanying roadmap.
ITJA aims to support the popularization and implementation of the African Union's Transitional Justice Policy by providing technical and financial support to civil society organizations and local groups to implement AUTJP-informed TJ initiatives.
This initiative primarily seeks to empower victims, marginalized groups, and communities affected by conflict to achieve accountability, justice, reparation, reconciliation, and... peace Sustainable. ATJLF, in partnership with the International Centre for Transitional Justice (ICTJ) and the Centre for the Study of Violence and Reconciliation (CSVR), forms a consortium of organizations that support civil society and state actors in the implementation of the AUTJP in transitional justice processes on the continent. Objectives
- The call for proposals seeks to support initiatives aligned with the following objectives:
- Strengthening the capacity of Civil Society Organizations (CSOs), victim groups, women e young people to participate meaningfully in the design, implementation and monitoring of Transitional Justice processes that are informed by the AUTJP.
- To increase awareness and popularization of AUTJP among citizens and stakeholders in affected communities.
- To promote the active and engaged participation of citizens and dialogue on transitional justice through civil society and victim-led initiatives.
- To activate citizen participation in national transitional justice processes and monitor the implementation of the AUTJP.
- To promote accountability through African transitional justice mechanisms, while ensuring broad consultations with the various stakeholders in affected societies, particularly women, youth, and victim groups.
- Take advantage of innovation and technology digital tools to promote inclusive and effective transitional justice processes.
Thematic areas
- The Fund will focus on specific themes as follows:
- Victim participation in the processes of Truth, Justice, Reconciliation and Accountability.
- Involvement of women and young people in transitional justice processes.
- Projects that incorporate shared African values and leverage traditional reconciliation/justice mechanisms.
- The projects focused on the design and use of digital technologies to promote the documentation of mass atrocities, accountability, citizen awareness, and engagement with transitional justice.
- Projects that focus on popularizing the African Union's Transitional Justice Policy among various stakeholders (e.g., community leaders, traditional leaders, religious leaders, etc. in local communities).
Information on financing
- One award A maximum of fifty thousand euros (€50,000) per beneficiary for qualified CSOs/CBOs from the aforementioned countries.
Target groups
- The fund prioritizes the following groups: victim centers and survivor groups, local NGOs and community-based organizations (CBOs), women's groups, and youth networks working on transitional justice initiatives in conflict and violence-affected areas of Africa.
- Media organizations and technology-based: This call also targets media and technology groups that can leverage digital innovations to promote the documentation of mass atrocities, accountability, citizen awareness, and engagement with transitional justice.
Geographic coverage
- This invitation is intended for CSOs and CBOs working in areas affected by conflict and violence across the continent, but priority will be given to CSOs and CBOs working in the Democratic Republic of Congo. Central African Republic , Ethiopia , Gambia , South Sudan , Niger , Lesotho e Zimbabwe CBOS and CSOs from these countries are strongly encouraged to apply.
Election criteria
- Organizations will be eligible if they meet the following criteria:
- A registered civil society organization or community group operating in any of the priority African countries in this call for proposals.
- Proven experience in transitional justice. human rights or related fields. • Have ongoing projects/initiatives that address specific needs within the scope of the competition.
- It must have at least three (3) employees (including the Founder/Director)
- You must have a functional (corporate) bank account in the country of operation.
- It must have a clearly defined operational structure – accounting processes and procedures, management structure, and proof of monthly/quarterly/semi-annual or annual financial accounting.
- They should be known to or integrated into communities that have suffered atrocities or human rights violations and have strong links and networks with victims, survivors, and the community in which they operate.
- They should already be working on human rights and transitional justice issues in the communities identified in the target countries.
