I. Introduction

In pursuit of the Youth, Peace and Security (YPS) agenda across the African continent, the former African Union (AU) Department of Peace and Security, now known as the Department of Political Affairs, Peace and Security (PAPS), initiated the Youth for Peace (Africa) Programme (Y4P) in September 2018. The programme's main objective is to empower young Africans to become actively involved in peace and security issues, while discouraging their involvement in violence. To elevate youth participation in peace and security dialogue, the AU Peace and Security Council (PSC) requested the AU Commission to appoint five regional African Youth Ambassadors for Peace (AYAP) to collaborate with the AU Youth Envoy in advancing peace and security in Africa.

The AYAPs, operating under the direct guidance of the AUC PAPS Department, will advocate for youth participation in peace and security issues at the regional level and across Africa. Specifically, they will work to realise the five priorities outlined in the Continental Framework on Youth, Peace and Security (CFYPS), guided by Article 17 of the AU Youth Charter (2006) and United Nations Security Council (UNSC) Resolutions 2250 (2015), 2419 (2018) and 2535 (2020) (), () and ().

II. Criteria and Qualifications

Applications for the AYAP position are open to all young Africans who have demonstrated a commitment and made significant contributions to sustainable peace and security on the continent. We particularly encourage eligible young people, including young women, displaced persons and people with disabilities, who meet the following criteria:

  • AgeBe between 15 and 35 years old, in accordance with the AU's age requirements.
  • TrainingUniversity degree in international relations, peace and conflict, political science, law or related fields; a master's degree would be an added advantage. Alternatively, have at least 2 years' experience in peace and security, with demonstrated advocacy skills in youth issues, peace and security and resource mobilisation.
  • Experience: Have experience in promoting and supporting peace processes, including initiating and facilitating multilateral dialogues and mediation efforts.
  • Involvement with community: Have a strong track record within your local community or area of work.
  • Communication skillsStrong communication and advocacy skills.
  • LanguageFluency in English, French, Arabic, Portuguese, Swahili or Spanish is essential, as these are the working languages of the AU. Proficiency in any AU working language is required, and knowledge of another AU language would be considered an asset.

AYAPs' mission

The AYAPs will take on a mission that aligns with the AU's five priorities:

  1. Participation: Defender and promote the active and meaningful involvement of young people in decision-making, policy formulation, implementation and monitoring of peace and security decisions/agreements.
  2. PreventionStrengthen young people's capacity for prevention through peace education, support for the establishment and implementation of peace architectures and facilitation of violence prevention activities.
  3. Protection: Defender the fulfilment of international humanitarian and human rights laws to protect young people during armed conflicts.
  4. Partnerships and Coordination: Facilitate effective coordination and communication between young people and relevant stakeholders for the planning and evaluation of interventions that promote peace and security.
  5. Disengagement and RehabilitationPromote programmes for the repatriation, resettlement, disarmament, demobilisation, reintegration and rehabilitation of young people disengaged from armed or extremist groups.
