UN Women's Office of the Focal Point for Women in the United Nations system is looking for a Responsible Party (RP) to conduct a shadow civil society report on the implementation of the Secretary-General's Gender Parity Strategy.
The Strategy identifies the shadow report on the global Strategy as a significant element in increasing transparency and accountability and therefore encourages UN Women to work with civil society partners to undertake it.
The main product of this project will be an initial civil society shadow report that reviews overall progress in the implementation of the Secretary-General's Gender Parity Strategy (including the different areas of the Strategy, such as leadership and accountability, senior appointments, mission settings, etc.) and suggests recommendations for strengthening implementation and stronger monitoring.
This involves working with other parts of the UN system, including the Secretariat, peacekeeping and special political missions, UN funds and programmes, as well as specialised agencies in headquarters and field locations. The overall objective is to strengthen transparency and accountability in relation to the implementation of the Strategy.
Information of Financing
- The budget range for this proposal should be R$ 100,000 - Max. USD 125,000.
- The project is scheduled to start in October 2020 and end in autumn 2021. The first evaluation with initial results and recommendations will be presented at CSW65 in March 2021.
Outputs
The project contributes to the realisation of the following Output: Enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and the empowerment of women, supporting the Secretary-General's gender parity efforts through three components:
- Assessment of the current situation and progress made in implementing the Secretary-General's System Gender Parity Strategy;
- Improving knowledge, tools and technical resources for strengthening and monitoring the implementation of the Secretary General's Gender Parity Strategy;
- Strengthening UN Women's engagement and communication on gender parity targets with UN entities, member states, civil society and other stakeholders.
Activities
- Activity 1: Assessment of the current situation and progress made in implementing the Secretary-General's System Gender Parity Strategy
- Interview relevant parties about progress in each broad area and recommendation specified in the Strategy
- Conduct targeted analyses of policy development and relevant UN communication (e.g. SG speeches) to assess coherence between the Strategy and its implementation
- Assess possible implications of the COVID-19 crisis for the implementation of gender parity and gender equality in the UN context and identify the main impediments to progress
- Develop the first evaluation with initial results and a set of concrete recommendations to strengthen the implementation of the Strategy
- Activity 2: Improving knowledge, tools and technical resources for strengthening and monitoring the implementation of the General Gender Equality Strategy
- Develop research methods with a set of standardised interview questions to facilitate data collection and comparison in the future
- Produce and design an initial shadow report on the implementation of the Strategy with a focus on specific monitoring and implementation recommendations
- Activity 3: Strengthening UN-Women's engagement and communication on gender parity targets with UN entities, civil society, Member States and other stakeholders
- Produce accessible communication materials informed by recommendations to strengthen the implementation of the Strategy
- Present key findings and recommendations to the UN, inter alia system-wide Gender Focal Point Network
- Present the first assessment with the initial findings, recommendations, and steps forward at a CSW side event in March 2021.

The main deliveries of the development are:
- The first evaluation with a set of concrete recommendations for implementing the Strategy and future monitoring
- Additional communication material informed by the recommendations to strengthen the implementation of the Strategy
- Research methodology with a set of standardised interview questions
- Presentation of the results and concrete recommendation to the UN, including the Gender Focal Point Network
- Presentation of the first evaluation with initial results and recommendations to strengthen the implementation of the Strategy at the CSW in March 2021
- Initial shadow report.

Technical/functional skills required;
- Expertise:
- At least 5 years' experience and a proven track record in the declared technical areas:
