The Special Call for Proposals Window will specifically target interventions by CSOs that support victims of human trafficking in Central Asia, Eastern and Southern Europe and Africa.
Objectives
- This Special Call for Proposals Window takes into account the importance of taking advantage of all available resources for the implementation of activities aimed at fulfilling the objectives of this Grants programme. The main objectives of this grant programme are:
- provide direct assistance and protection to vulnerable victims of human trafficking
- improve health and well-being, facilitate social integration and prevent re-trafficking among vulnerable victims of human trafficking
Thematic Focus and Priority Issues
- This call for proposals aims to provide financial support to non-profit organisations working in the field of human trafficking, whose projects aim to provide immediate and essential direct assistance to vulnerable victims of human trafficking.
- Priority will be given to projects that target the following population:
- Women e Children ; e
- Those most left behind, including disadvantaged groups, especially excluded or disadvantaged victims of trafficking in human beings (such as people with disabilities, LGBTQI, internally displaced and refugees , indigenous , the elderly and members of ethnic minorities)
- Priority will be given to projects that adapt programmes or design interventions:
- Facilitate the early identification of victims of trafficking in human beings;
- Integrate the use of innovative strategies and technologies that support appropriate assistance to victims;
- Integrating financial inclusion and economic empowerment approaches centred on survivors to support the rehabilitation and reintegration of victims into society.
- Promoting engagement with people with lived experiences of trafficking and taking into account trauma-informed responses to reintegrate victims into society.
- The candidate must implement a project in one of the countries/territories listed.
- Priority will be given to projects that target people identified in the following situations:
- persons identified among large movements of refugees and/or migrants, internally displaced persons affected by conflicts post-conflict and ongoing instability, socio-political tensions or breakdown of law and order.
- people identified or fleeing from areas that have been affected by the repercussions of displacement related to climate change .
- Priority will be given to projects aimed at the following forms of exploitation:
Information on financing
- The following will be considered for awards proposals with budgets of up to US$ 20,000 . Please note that value for money will be assessed as part of the classification criteria.
Duration
- All the activities financed by this sub-programme must be implemented within a maximum of 9 months.
Eligible projects
- Projects must be limited in time and have a specific, finite objective that does not require additional funding to sustain the results over time. The costs, activities and beneficiaries of the proposed project must be distinguished from those of the applicant's other operations.
Activities
- Activities that will be prioritised include:
- medical assistance
- material assistance in the form of food, clothing, etc.
- shelter immediate, secure and short-term
- legal advice and representation aimed at securing legal status and/or remedies
- psychosocial assistance
- education and/or professional training
- assistance with regrouping family and/or repatriation with the victim's full consent
Election criteria
- To be eligible for a grant, applicants must:
- be a non-profit organisation (CSO, CBO) registered under the relevant laws of the country where it is registered and the country where it will implement the proposed project;
- were registered by 1st December 2021;
- be directly responsible for drawing up and managing the project, i.e. not acting as an intermediary;
- demonstrate previous experience of at least two (2) years in the implementation of activities in the area of direct assistance to victims of trafficking in persons, in accordance with the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organised Crime, or in the provision of other services to vulnerable populations, including internally displaced persons and forcibly displaced persons;
- complete registration5 and pass verification on the UN Partner Portal (UNPP) with a valid Partner ID, including the Protection from Sexual Exploitation and Abuse Module (PSEA);
- have a bank account in the name of the organisation;
- confirms that the organisation takes adequate measures to prevent sexual exploitation and abuse and signs the Partner declaration form.
- When the applicant who previously received a grant from the UNVTF submits a new application, the project funded by the previous grant must have been completed programmatically and operationally, i.e. the project has been completed/activities have been completed, and all required reports have been submitted with no outstanding issues or unspent balance not returned.
Ineligible
- The following types of project proposals are not eligible for funding:
- Project proposals that discriminate against individuals or groups of people because of their gender, sexual orientation, religious beliefs or lack thereof, or ethnic origin;
- Projects centred exclusively on campaigns or just raising awareness;
- Projects aimed exclusively at producing studies, publications or newsletters, or realising research ;
- Activities that fall within the core mandate of the UN Office against the drug and Crime (e.g. legislative assistance, training of criminal justice professionals, establishment of institutional frameworks to combat human trafficking, etc.), except protection and assistance to victims;
- Project proposals that relate exclusively or mainly to individual sponsorship for participation in workshops, seminars, conferences, congresses;
- Project proposals that relate exclusively or mainly to individual grants for studies or training courses.
