Support for NGOs that protect and strengthen human rights defenders - security, laws and resilience.

The protection and strengthening of human rights defenders in Cape Verde is crucial for democratic consolidation, respect for the rule of law and social justice. Human rights defenders, who are dedicated to denouncing injustices, defending the vulnerable and promoting fundamental values, often face risks and challenges in carrying out their mission. This article aims to present an overview of the situation, reflect on the needs of non-governmental organisations (NGOs) working in this area and propose a project to support the security, legislation and resilience of these essential actors.

The current reality in Cape Verde, although generally positive in terms of human rights, is not without its concerns. Impunity, slow justice and a lack of resources to investigate reports of threats or attacks on human rights defenders are the main weaknesses. NGOs, with their limited financial and human resources, struggle to guarantee the safety of their members and partners, provide legal and psychological support in case of need and, at the same time, continue to fulfil their watchdog and advocacy role.

To mitigate these challenges, it is imperative to strengthen the capacity of NGOs working with human rights defenders. A comprehensive project must address three fundamental pillars: security, legislation and resilience.

With regard to securityIt is essential to implement preventive measures, such as training in risk management and personal security, the provision of secure communication tools and the establishment of protection protocols in the event of threats. Support should also be given to the development of monitoring and rapid response mechanisms for security incidents, ensuring that NGOs have access to relevant information and practical support when needed.

The legislative involves advocacy for the improvement of existing laws and the creation of more effective mechanisms for the protection of human rights defenders. It is crucial that the authorities commit to the swift and transparent investigation of reports of aggression and threats, and that adequate prevention and punishment measures are put in place. The project should support the participation of NGOs in legislative processes, the research and analysis of legal gaps and the promotion of dialogues with the competent authorities.

Finally, the resilience is fundamental to guaranteeing the sustainability of the work of human rights defenders. This pillar should include psychological and emotional support for defenders facing trauma and stress, the promotion of support and solidarity networks among NGOs and the development of self-protection and stress management strategies. Training in digital self-defence, building communication and advocacy skills and support for rest and well-being activities are other important components.

The implementation of this project will have significant impacts. It will strengthen the capacity of NGOs to protect human rights defenders, creating a safer and more favourable environment in which to carry out their mission. It will contribute to the improvement of legislation and the creation of more effective protection mechanisms, ensuring that those responsible for human rights violations are held accountable. And finally, it will increase the resilience of defenders, enabling them to continue working in favour of a fairer and more equal society.
