The European Commission (EC) has launched a call for proposals for Strategic Projects with an impact on nature.

Scope:

  • A SNAP will not have to cover all the actions foreseen in the strategy/plan or ensure that the strategy/plan will be fully implemented during the lifetime of the SNAP. However, the SNAP will include strategic actions to catalyse a process and mobilise additional commitments and funding that will lead, in due course, to the full implementation of the plan or strategy.
  • SNAPs shall promote the coordination and mobilisation of other relevant Union, national or private sources of funding for the implementation of complementary measures or actions outside the SNAP within the framework of the plan or strategy targeted, giving preference to Union funding. Within the SNAP itself, however, co-financing may not come from other sources of Union funding

Objectives:

  • Priority Action Frameworks (PAF) under Article 8 of Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora (Habitats Directive);
  • Other plans or strategies adopted at international, national, regional or multi-regional level by nature and biodiversity authorities, which implement EU nature and/or biodiversity policy or legislation and include specific and measurable actions or objectives with a clear timetable and budget.

Information on financing:

  • A coefficient of 1 corresponds indicatively to 10 million euros of EU co-financing, a coefficient of 2 to 20 million euros of EU co-financing and 30 million euros for a coefficient of 3.
  • Amount: 145 million euros
  • Indicative budget for projects: 15 - 50 million euros

Eligibility Criteria:

To be eligible, candidates (beneficiaries and affiliated organisations) must:

  • Be legal persons (public or private entities)
  • Be established in one of the eligible countries, i.e.
  • EU Member States (including Overseas Countries and Territories (OCTs))
  • Non-EU countries
  • EEA countries and countries associated with the LIFE Programme or countries that are in ongoing negotiations for an association agreement and where the agreement enters into force before the grant is signed
  • The coordinator must be established in an eligible country.
