The Standards and Trade Development Facility (STDF) provides Project Preparation Grants (PPGs) to help developing countries overcome the constraints they face in articulating their SPS needs in project proposals that could be funded by the STDF or other donors.

These grants may involve the application of SPS-related capacity assessment tools, the preparation of feasibility studies and/or the formulation of project proposals to address specific trade-related SPS capacity building needs.

Purposes

Please note that PPGs can be used for any of the following purposes (or a combination of them):

  • Application of an SPS-related capacity assessment tool (e.g. the FAO/WHO National Food Control System Assessment Tool, the WOAH PVS Tool, the IPPC PCE Tool) or other prioritisation tools (e.g. the STDF P-IMA SPS Market Access Investment Prioritisation Tool).
  • Preparation of feasibility studies prior to project development to assess potential impact and viability economic of the proposals in terms of their expected costs and benefits.
  • Preparation of project proposals for consideration by the STDF or other donors. It is not necessary to describe the project's expected results or specific activities.
Information on financing
  • If the PPG is approved, the STDF Secretariat will work with the applicant to draw up an appropriate and detailed budget (up to US$ 50,000) for the PPG, based on the planned activities. This may include the following expenses:
    • International consultant fees
    • Other technical knowledge required
    • Travelling and DSA (daily subsistence allowance - based on official UN rates) for international / national experts / consultants
    • Meetings or workshops with stakeholders
    • Minor equipment items (which may include items of IT, laboratory or other equipment required to achieve the PPG's specific output, but which must not exceed 10% of the STDF's total contribution)
    • Other general operating expenses (payable on the basis of actual expenses incurred, on presentation of receipts and invoices).
  • The STDF does not provide funding for:
    • Important buildings, vehicles and items of equipment, with the exception of information technologyThis is in addition to the laboratory and smaller items of equipment that are needed to achieve the specific output of the PPG.
    • Laboratories. The STDF will only consider funding for essential items of equipment needed to upgrade existing laboratory capacity to achieve the specific output of the PPG. PPG applications that include the purchase of laboratory equipment must explain how this has been considered in relation to the current laboratory capacity in the country or region and the presence of trained personnel to operate new equipment.
    • Research basic science.
    • Regular staff salaries.
Eligibility Criteria

The following organisations can apply for STDF funding:

  • Public sector entities (including regional or international organisations) responsible for sanitary and phytosanitary measures or policies, in their own right or in cooperation with the private sector. The STDF encourages the implementation of projects and activities through public-private partnerships.
  • Private sector entities, in their own right or in co-operation with the public sector. Examples of private sector entities include legally registered farmers' organisations, trade associations and industrialetc.
  • Non-profit non-governmental organisations (NGOs) with experience in the field of SPS and with an organisation in the relevant beneficiary country(ies), in cooperation with the public and/or private sector.
