Proposal for a Scholarship Programme in Government Analysis for Cape Verde
Training Cape Verdean executives in government analysis is an essential investment for the country's sustainable development. The proposed scholarship programme, with the support of the World Bank, aims to train highly qualified professionals capable of analysing, evaluating and proposing effective public policies adapted to Cape Verde's reality. This investment focuses on the pressing need to strengthen institutional capacity, foster good governance and promote inclusive economic growth.
The proposal focuses on creating a comprehensive scholarship programme covering master's and doctoral studies in areas crucial to government analysis, such as: economics, political science, public administration, statistics, and related areas. Internationally renowned higher education institutions with proven experience in these fields will be selected through a competitive process, guaranteeing academic excellence and the relevance of the courses offered. The programme will also include a complementary training component with practical classes, workshops and mentoring sessions, to ensure that the scholarship holders acquire the necessary skills to apply their knowledge in the Cape Verdean context.
The selection of candidates will be transparent and based on merit, taking into account previous academic performance, relevant professional experience and the potential to contribute to Cape Verde's development. Quotas will be allocated to ensure equal opportunities and promote diversity among scholarship holders, including balanced gender representation and consideration of applications from different islands of the archipelago.
The expected benefits of the programme are multiple and wide-ranging. After completing their studies, the fellows will play a key role in designing, implementing and evaluating public policies. Their training will enable them to better analyse problems, identify more effective solutions and monitor the impact of policies. This will result in a public administration that is more efficient, transparent and responsive to the needs of the population. In addition, the programme will strengthen the capacities of government institutions, universities and research centres in Cape Verde, creating a sustainable cycle of local knowledge and expertise.
The sustainability of the programme will be ensured through various actions. Firstly, robust collaboration will be established with the Cape Verdean government, ensuring that the areas of study are aligned with national priorities. Secondly, a network of former grantees will be created, promoting knowledge sharing, professional collaboration and ensuring that grantees continue to contribute to the country's progress. Thirdly, the programme will be evaluated regularly, allowing for continuous adjustments and improvements, ensuring its long-term effectiveness.
The implementation of this programme requires careful planning and efficient management of resources. Steps will include the precise definition of study areas, the selection of higher education institutions, the application process and selection of scholarship holders, the academic and professional follow-up of scholarship holders, and the constant evaluation of the programme. Monitoring and evaluation mechanisms will be put in place to ensure transparency, accountability and good use of resources. The programme will have a dedicated management team made up of experienced professionals in the fields of education, project management and development.
We believe that this scholarship programme, funded by the World Bank, represents a strategic investment in Cape Verde's future. By empowering its citizens with the necessary skills to analyse and improve governance, we will be building a more prosperous, just and sustainable nation.
