Applications are now open for the EUI Policy Leader Fellowship (PLF) at Florence School of Transnational Governance 2024-2025 The Policy Leader Fellowship (PLF) is a residential program for mid-career policy professionals from a variety of political fields: politics, public service, media, non-governmental organizations, and others.

This unique program is hosted at one of Europe's most renowned academic institutions and offers fellows privileged insight into EU policymaking processes. However, the program does not require an academic background and instead seeks to attract individuals with diverse practical experiences in policymaking worldwide. In addition to having direct access to EUI and School of Transnational Governance (STG) faculty, as well as the research community, fellows learn from each other and form lasting professional and personal connections.

Fellows spend five or ten months at STG developing policy recommendations and practical solutions to pressing issues of transnational relevance, inspired and informed by their work experience. In addition, fellows attend professional skills training and can freely participate in academic life and EUI activities to enhance their fellowship project. At the same time, fellows enrich the STG community by bringing their firsthand experiences to teaching, training, and networking at the School.

Upon completion of the program, fellows join a global network of alumni and political professionals and gain access to lifelong learning opportunities at EUI.

Programme duration

Scholarships are offered for a period of five or ten months. Applicants should indicate their preference among the following options:

  • Five months: September 2024 – January 2025 or February 2025 – June 2025
  • Ten months: September 2024 – June 2025

Benefits

  • The basic grant is €2,500 per month. Successful applicants who receive other grants or salaries must disclose this to the EUI. The grant amount will be set at a lower rate (minimum €1,750 per month) depending on the amount of additional income (upon presentation of the respective supporting documents). If applicable, family allowances will be added to the basic grant.
  • A family allowance of up to 300 euros per month is paid to a scholarship recipient with a partner if the partner lives with them in Florence and provided that the partner's income is less than 2,000 euros per month. The sum of the income and the allowance cannot exceed €2,000 per month (i.e., if the income is greater than €1,700, the allowance will only be paid to make up to €2,000).
  • A monthly allowance of €200 is paid for each dependent child. Scholarship holders are entitled to this allowance if they declare that they do not receive any similar allowance from another source and upon presentation of relevant supporting documents (i.e., marriage or partner certificate, or proof of cohabitation in Florence; birth certificates).
    • For dependent children attending full-time education and over 18 years of age, a school or university certificate is required. No allowance is paid to dependent children over 26 years of age.
  • Scholarship recipients (but not their family members) receive reimbursement for the inbound trip from their place of origin to Florence and for the outbound trip to their final destination at the end of the scholarship period.
    • First-class train (car journeys are also reimbursed on this basis)
    • Airfare in economy class
    • The maximum reimbursement amount for travel expenses is €1,200, including the arrival and departure journeys. Taxi expenses are not reimbursed.

  • Open to mid-career professionals who can demonstrate solid professional experience (minimum 10 years) and potential for future excellence in a specific political area; candidates with a strictly academic profile will not normally be considered.
  • Motivated and motivated, capable of independently carrying out the activities outlined in the scholarship work plan.
  • Open-minded and curious individuals, willing to participate in peer discussions on topics that may extend beyond their area of expertise.

Evaluation criteria

  • Achievements and potential Professional excellence is assessed based on the candidate's contributions to a specific policy area, as demonstrated in their CV and any other supporting evidence submitted with the application. A minimum bachelor's degree or equivalent is required.
  • Area of focus The candidate's work area should be broadly aligned with the STG's areas of focus or with hosted initiatives and programs. Other topics may also be considered, but preference will be given to candidates who cover policy areas relevant to the STG faculty and programs.
  • Scholarship work plan Candidates are evaluated on the professional substance of their work plan, as well as its feasibility, applicability in a transnational political context, and potential impact.
  • Motivation Candidates should be able to articulate the difference the fellowship experience will make in their professional journey, as well as what they can offer to STG. Preference will be given to candidates who can contribute to STG's programs and activities, as well as benefit from their stay at STG and EUI.
  • Diversity The program prioritizes thematic and geographical diversity, as well as gender balance among scholarship recipients.
