Applications are now open for the ICARDA Monitoring, Evaluation and Learning (MEL) Research Grant 2024 To ensure that it is fit for purpose, through greater organizational effectiveness, ICARDA has adopted a results-based management (RBM) system, integrated throughout and outside the organization, under the supervision of the ICARDA MEL team.

The ICARDA Monitoring, Evaluation and Learning (MEL) team comprises the Monitoring and Evaluation (M&E) sub-team, the Knowledge Management (KM) sub-team, the Data Management (DM) sub-team, and the Research Software Development (RSD) sub-team. The ICARDA MEL team is located in various countries around the world and works in collaboration with MEL teams, CGIAR System Data and Knowledge Management teams, other CGIAR Research Centres and Programmes, and non-CGIAR entities.

To further support results-based management at ICARDA, its associated CGIAR centers, and research programs, ICARDA is seeking to hire an independent and competent 'MEL Research Fellow'. The selected individual, under the guidance of the MEL Specialist, will contribute to the design and improvement of Monitoring, Evaluation, and Learning (MEL) systems and tools.

Responsibilities

  • To support the formulation and review of institutional and project-level outcome frameworks, including logical frameworks, theories of change, impact pathways, indicators, etc.
  • Participate in the development of methodologies for monitoring results, including, but not limited to, the development of Excel-based models.
  • Support user-based testing and piloting of new features to enhance the web-based MEL platform.
  • Set up projects on the web-based MEL platform.
  • To support research studies by developing data collection tools and programming them into mobile data collection platforms such as ODK, ONA, CSPro, KOBOToolbox, etc.
  • Provide training on the use of the developed data collection tool(s) and manage the resulting data.
  • To support ICARDA's research programmes in the development and revision of Work Budget Plans and reporting processes.
  • To support the identification, documentation, and sharing/dissemination of lessons learned.
  • Support evaluation processes initiated by ICARDA or partner/associated projects and research programmes.
  • Perform other tasks relevant to the efficient and effective functioning of the monitoring, evaluation, and learning function, as may be assigned by the MEL Specialist.

  • The research fellowship is conducted remotely and from home. ICARDA will provide the selected candidate with a monthly stipend.

Eligibility

  • Bachelor's degree in Agricultural Economics, Water/Irrigation Engineering, Ecology and Pasture Conservation, Plant Breeding, Livestock Management, Soil Science, or related disciplines.
  • Postgraduate course or mini-course in Monitoring and Evaluation.
  • Up to 2 years of professional experience in monitoring and evaluation in an organization with a mandate similar to that of ICARDA.
  • Excellent written and oral communication skills in English.
  • Strong computer skills, including proficiency in MS Office, and familiarity with web-based platforms.
  • Knowledge or experience of working on international development issues, especially in areas related to ICARDA's mandate.
  • Demonstrated ability to consistently meet deadlines and manage time well.
  • Professional level of attention to detail, precision of work and ability to multitask.
  • Ability to work in interdisciplinary and multicultural teams.

Desirable qualifications and competences

  • Master's degree in Monitoring and Evaluation, Agricultural Economics, Water/Irrigation Engineering, Pasture Ecology and Conservation, Plant Improvement, Livestock Management, Soil Science or related disciplines.
  • 3-5 years of professional experience in monitoring and evaluation in an organization with a mandate similar to that of ICARDA.
  • Excellent written and oral communication skills in an additional international language other than English.
  • Knowledge of CGIAR, its research portfolio and Centers.
