Violence against women and girls is multifaceted, affecting various aspects of their lives and preventing the free exercise of their rights and the development of their capacities. LGBTQIA+ populations are also at risk of different forms of GBV, insofar as their gender identity and/or sexual orientation are considered contrary to dominant social gender norms. Involving communities and mobilising civil society are fundamental levers in the prevention of GBV, and access to justice is essential to combat the impunity of perpetrators.

Promote gender-transformative policies and practices, particularly in terms of the prevention and treatment of GBV.

Objectives
  • Support local feminist associations to prevent and fight against gender-based violence and improve access to justice for survivors, especially the most vulnerable, according to a rights-based approach and taking into account the factors of multidimensional inequalities.
  • Expanding the scope of action and experience of local feminist associations on these issues.
Project components
  • Component 1: Providing flexible funding for local feminist CSOs (at least 60% of the total budget)
    • Field, defence and training
    • Operational/development support activities for local, formal or informal feminist CSOs on the ground
  • Component 2: Strengthening the technical capacities of local feminist CSOs
    • Development of a technical training programme on the project's themes (prevention, holistic care)
    • Support for the development of strategic plans and models economic viable , financial management
    • Support for defining advocacy messages, establishing synergies with other ongoing actions, capitalising on good practices, developing content and communication
  • Component 3: Capitalisation, sharing of practices and networking
    • Communication, visibility, identification of good practices/replicable processes
    • Creating a community of practice (capitalising on the expertise of CSOs, mechanisms for transferring knowledge and experience between them)
Information on financing
  • Amount:  7.840 million and project duration: 4 years (a quick start is expected)
  • Call for proposals open to non-profit organisations: selection of two consortia (1 per regional lot; 3.92 million euros per lot)
  • For the benefit of local feminist CSOs, beneficiaries of funds, formally constituted or not, which act in favour of gender equality and the sustainable transformation of gender-based social relations, and particularly those whose main mission is the prevention and fight against gender-based violence.
  • The financial proposal must include:
    • Carrying out external audits
    • Due diligence on the CSOs that will be funded
    • An ex-post evaluation should be carried out and financed as part of the project

Leverage effects
  • Greater understanding of prevention issues, advocacy and awareness-raising campaigns;
  • The promotion of gender transformative practices, as well as laws and policies that favour comprehensive, affordable, accessible and quality care for GBV;
  • Better identification of the nature and extent of unmet needs in terms of access to support services for victims of GBV (in particular access to rights and justice services);
  • Strengthening holistic victim support systems;
  • More specific and tailored support for people from vulnerable communities (intersectional approach);
  • The strengthening and sustainability of alliances between feminist CSOs working in favour of the issue;
  • Increasing the voice, leadership and representation of women and LGBTQIA+ people on the issue, in their societies and with the authorities;
  • The production and valorisation of local knowledge to guide feminist action
Election criteria
  • This call is open to national and international non-profit organisations, civil society organisations (CSOs).
  • The lead organisation of the consortium applying for a lot must have an annual budget of more than 1.4 million euros (for a 4-year project). This criterion does not apply to consortium members.
  • Eligible Project Leaders:
    • National or international, structured as a consortium, and working in partnership with structures, particularly local ones;
    • Given the definition specified in FSOF's Strategic Framework, namely "Feminist civil society organisations in all their diversity, whether formally or not, whose aim is to act in favour of gender equality and sustainably transform gender-based social relations, and especially those whose main mission is the defence and promotion of effective rights and the empowerment of women and girls."
    • With proven experience in the field of GBV and access to justice.
    • Experienced in leading gender transformational frameworks in the area of rights-based approaches, using an inclusive approach that takes into account multidimensional inequality factors;
    • Previous experience in partnerships with feminist civil society organisations, establishing networks and funding their activities;
    • The ability to set up communication channels with local and community CSOs in different contexts;
    • Experienced in building the capacity of communities and civil society organisations, and in identifying good practices;
    • Previous experience in action research/capitalisation (intellectual production, south-south knowledge sharing)/advocacy, influence and political action;
    • Have a detailed knowledge of the ecosystems in the proposed countries of intervention;
    • With proven administrative and financial management skills in multiple and varied geographical areas;
    • Have operational/management skills for multi-actor projects, including in remote areas.
