Global Theme for 2024: Defending Democracy
In response to the growing threat facing democracy, human rights, and freedom worldwide, the 2024 McCain Global Leaders Cohort will focus on defending democracy. Few challenges are greater for the global community than the threats posed to democracy through the rise of authoritarianism, disinformation, polarization, violent extremism, and conflict. Throughout 2024, the Leaders will explore key challenges to democracy, as well as analyze and learn about solutions related to ensuring the future stability of democracy around the world.
Following in the footsteps of Senator John McCain's legacy of being at the forefront of defending and advocating for democracy, freedom, and human rights, the Leaders will embark on a journey that will help provide them with the necessary tools to be champions of democracy in their home countries and regions.
Program schedule
Leaders will participate in three impactful in-person events, which will be enhanced by online learning. These include practical skills training delivered by experts and an integrated leadership development curriculum inspired by Senator McCain's legacy, emphasizing peer mentorship and group problem-solving.

- Summer 2024: McCain Leadership Curriculum: Throughout the program, Leaders participate in a curriculum administered both online and in person. The curriculum is designed to incorporate lessons and experiences from Senator McCain's life, to reinforce and enhance personal engagement, and to focus on community building and group problem-solving. A central tenet of the curriculum is a dynamic peer mentoring model, through which Leaders directly support each other's journeys. The curriculum will help each leader chart their own journey as an agent of change, while also imparting real-world competencies that will assist leaders as they tackle some of the most difficult challenges facing their home country and region.
- Fall 2024: (Annapolis, MD and Washington, DC): The program's first in-person event, the Leadership Experience, brings all participants together for the first time at the U.S. Naval Academy in Annapolis, Maryland, and in Washington, DC. The 10-day program exposes leaders to the principles that guided Senator McCain's leadership approach and connects them with experts in their key subject areas and with key decision-makers. Leaders will also work together and with experts to establish their own leadership philosophy and goals.
- Winter 2024/2025: The Changemaker Tour (host country in each region): The program's second in-person event brings together each regional group and members of the Global Advisory Council for five-day regional study visits that provide exposure to the global theme of defending democracy in a host country and focus on developing specific regional connections and networks, while also providing an opportunity to discuss solutions and ideas related to the theme. Leaders will be encouraged, but not required, to explore regional professional collaborations – the McCain Institute will actively support any resulting collaborations. There will be a Changemaker Tour for participants in each respective region. Previous Changemaker Tours have taken place in Colombia, Poland, Singapore, and South Africa.
- Spring 2025: The Legacy Experience (Vietnam): The culminating program of the 10-month journey will bring together, for the second time, all the leaders in a country significant to Senator McCain's own leadership journey. The Legacy Experience will take place in Vietnam and will examine the journey and relationship between Senator McCain and the people of Vietnam. During this seven-day trip, leaders, MGL alumni, and members of the Global Advisory Board will come together to reflect on their experiences during the program, share how their own leadership philosophies have evolved, explore professional collaborations, and outline the next steps in their leadership journey, and learn about the resources they can access as alumni of the program.
Benefits
- Participants will receive a stipend to cover incidental expenses incurred during the program. However, the direct costs of participating in the program (economy class travel, hotels, visas) will be fully covered by the McCain Institute. There will be no participation costs beyond the time commitment that MGLs undertake to participate in the program.

- Aspiring McCain Global Leaders (MGLs) must work in a leadership role in their field and be actively “in the arena,” striving to promote change in their home communities.
- Candidates must be committed to serving a cause greater than themselves and must invest in full participation in virtual engagements, in-person programs, and post-program alumni activities.
