Objective
  • The IKI Small Grants programme is a complementary instrument to the International Climate Initiative (IKI). It serves to support small local organisations in implementing their climate and biodiversity projects. IKI Small Grants is commissioned by the Federal Ministry of Foreign Affairs. Economic and Climate Protection (BMWK) in close co-operation with the Federal Foreign Office (AA) and the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV).
  • IKI Small Grants focuses on small regional, national and local organisations in ODA-eligible countries. Through annual calls for proposals, IKI Small Grants provides project funding to encourage active involvement civil society and implement effective, locally adapted approaches to the impacts of climate change and biodiversity loss. In addition, it supports small implementing organisations in developing their capacities and strengthening their professional networks through tailor-made measures. This aims to promote them as agents of change for climate and biodiversity action on the ground.
Focus on IKI funding areas
  • Project proposals must clearly focus on one or more of the following four areas of IKI funding:
    • Mitigating greenhouse gas emissions
    • Adapting to the impacts of climate change
    • Conservation of natural carbon sinks/REDD+
    • Conserving biological diversity
Priorities
  • They explicitly encourage projects that:
    • Support the implementation or increase the ambition of nationally determined contributions (NDCs).
    • Support actions on the ground to contribute to the United Nations Decade for Ecosystem Restoration 2021-2030.
    • Address the risks, challenges and opportunities of global megatrends (e.g. increasing demand for natural resources, rapid urbanisation, digitalisation, pandemic) in the context of climate change and biodiversity loss.
    • Support a just transition of economies towards decarbonisation, including fair social changes, especially for vulnerable groups.
    • Strengthening networks, knowledge sharing and cooperation between organisations working on issues related to climate change and biodiversity.
    • Developing and promoting the use of climate-smart technologies.
    • Contribute to awareness-raising and education on climate change and biodiversity.
    • Engage in intersectoral and multilateral cooperation and/or involve the local population.
    • Support the implementation of the CBD's post-2020 global biodiversity framework.
Information on financing
  • IKI Small Grants selects project proposals with a total funding volume of between 60,000 and 200,000 euros.
Project duration
  • The duration of projects is a minimum of twelve months and a maximum of two years. In exceptional cases, durations of up to three years may be acceptable if duly justified. The project should start in the first quarter of 2025 or later.
Election criteria
  • In general, applicants must be non-profit organisations. Private companies are eligible if they pursue strictly non-profit objectives as part of the proposed project. Individuals or natural persons, individual organisations and government organisations are not eligible for funding.
  • Applicants must be resident and registered in countries that meet the criteria for Official Development Assistance (ODA) defined by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD). Please note that, with the exception of Ukraine Project proposals in countries that are official or potential candidates for EU membership are not eligible for IKI small grants. Organisations that are not financially and legally independent and branches of organisations based in a non-eligible country cannot be funded.
  • The applicant organisation must have been in operation for at least three years (36 months until the application deadline). Over the last three years, the applicant organisation must have generated an average annual income of at least 60,000 euros and no more than 500,000 euros.
  • The applicant organisation must have dedicated accounting staff and accounting principles that guarantee internal and external control mechanisms. The applicant organisation must also employ a software-based accounting system that meets its respective national standards.
  • Applicant organisations must implement the projects themselves. Consortia are not eligible, as this could involve forwarding project funds from the lead organisation to the consortium partners. The channelling of funds is not permitted.
Ineligible
  • In the current call for proposals IKI Small Grants does not support:
    • government organisations (e.g. ministries, municipalities, public universities)
    • branches of organisations based in a non-ODA country
    • Consortia are not eligible, as this would imply forwarding project funds from the lead organisation to the consortium partners. Forwarding of funds is not permitted.
    • Research projects will not be funded unless they have a strong implementation component. This means that basic research projects focussing mainly on data collection, evaluation and publications are not eligible as such. However, a project whose main aim is to address the needs of the target groups and through this achieve substantial changes in the areas of IKI Small Grants funding is welcome to carry out project-related research as a parallel activity.
