A l'Agence française de développement (AFD), together with Expertise France and GovLab,is soliciting innovative proposals for (re)using data in a collaborative and responsible manner to provide actionable intelligence for decision-makers and individuals to respond to the challenges of COVID-19 and future pandemic challenges across Africa.

AFD, together with Expertise France e GovLab,is seeking ideas and proposals that (re)use data to provide actionable insights about COVID-19 throughout the following domains:

PUBLIC HEALTH

  • Tracking the spread of diseases
  • Development of Disease Treatment
  • Identifying the availability of supplies
  • Monitoring adherence to non-pharmaceutical interventions

Economic

  • Support for post-pandemic reopenings and recovery.
  • Alleviating unemployment and poverty related to the pandemic.
  • Guarantee of Protections for Workers
  • Supporting Education and Upskilling
  • Business Development and Government Solvency

SOCIOPOLITICS

  • Understanding public perceptions and behaviors
  • Protecting human rights and promoting accountability.
  • Addressing misinformation

Candidates must submit their application in English or French.

To be eligible for a scholarship, the applicant must:

  • Whether a legal entity (legal person) or a group of such persons (consortium) within the limit of 3 legal entities per group;
  • The consortium's main partner must be established in one of the African Union countries;
  • International organizations and trust funds are excluded;
  • To have a bank account in the entity's name;
  • Each member of the consortium must be registered with the Trade and Companies Registry of their country;
  • Be directly responsible for the development and implementation of the action and do not act as an intermediary. Subcontracting is not permitted.
  • The average annual cumulative turnover of the main partner over the last two years for which accounts were closed must be at least three times the grant application;
  • The overall liquidity ratio (current assets/current liabilities) for the last two closed financial years must be at least 1 (one). In the case of a consortium, this criterion must be met by each of its members.

Eligibility verification is performed based on the supporting documents requested by the project. The supporting documents requested at this stage are as follows:

  • The statutes or articles of association of each partner;
  • For each member, an extract of registration in the Commercial and Business Registry (RCS) (less than 3 months old);
  • Document specifying the name and function of the entity's legal representative;
  • A document that delegates power of attorney from each member of the partnership to their principal partner.

When these documents are not provided in English or French, a translation of these documents must be attached for the application review.

Benefits

  • The call offers beneficiaries a contribution of between 50-100K in funding. AFD expects that between 7 and 10 projects will receive awards.
