NORAD: An Opportunity to Strengthen the Defence of Human Rights in Cape Verde

NORADThe Norwegian Agency for Development Cooperation has launched a new open call for proposals focused on supporting and strengthening human rights defenders around the world. This initiative represents a valuable opportunity for Cape Verde, a country in constant democratic evolution and with a solid commitment to human rights, to receive funding for innovative and impactful projects.

NORAD's call aims to support organisations and initiatives working to defend, promote and protect human rights. This encompasses a wide range of areas including, but not limited to, freedom of expression, the fight against discrimination, gender equality, the protection of minority rights, the defence of the environment and the promotion of social justice. Eligible proposals must demonstrate in-depth knowledge of the local context, a clear understanding of the specific challenges facing human rights defenders in Cape Verde and a well-defined strategy for achieving measurable results.

The advantages of participating in this open call are manifold. Firstly, NORAD funding can provide the financial resources needed to drive high-impact projects. This includes supporting activities such as training human rights defenders, investigating and documenting violations, advocating with government authorities, creating public awareness campaigns and providing legal and psychological support to victims of violations.

Secondly, participation in this call can increase the visibility and recognition of Cape Verdean organisations working in the field of human rights. NORAD's support lends credibility and can open doors to new partnerships and collaborations, both nationally and internationally. This network of contacts is crucial for the sustainability and long-term success of projects.

In order to draw up a winning proposal, it is essential that Cape Verdean organisations follow some important guidelines. Firstly, it is crucial to carry out an in-depth analysis of the specific needs and challenges facing human rights defenders in Cape Verde. This involves collecting relevant data, consulting stakeholders, and identifying existing gaps in human rights protection.

Next, the proposal must present a clear and well-defined strategy, with measurable objectives and performance indicators. It is essential that the objectives are realistic and achievable, and that the strategy includes an evaluation plan to monitor the project's progress and ensure that the objectives are met. The proposal should also include a detailed and justifiable budget, which demonstrates the efficient use of financial resources and the long-term sustainability of the project.

In addition, the proposal must demonstrate the organisation's ability to manage the project effectively. This includes presenting an experienced and qualified team with the necessary skills to implement the project and manage the financial resources. The organisation must also have robust financial management and information systems in place to ensure transparency and accountability.

Finally, the proposal should emphasise the positive impact that the project will have on the lives of human rights defenders and on the promotion of human rights in Cape Verde. The proposal should demonstrate how the project will contribute to creating a safer and more favourable environment for the exercise of freedom of expression, civic participation and the defence of human rights.

This NORAD call offers a unique opportunity to develop projects with a lasting impact in Cape Verde. Interested organisations should take advantage of this opportunity to strengthen their capacity to defend human rights and contribute to a fairer and more equal Cape Verde.

The deadline for submitting proposals is 18th November 2025.
